Methodology

Rankings use each organisation’s current data transparency score (0–5). The score is the sum of five equally weighted components, each worth up to 1 point. Scores are recalculated when publications or spending records change.

  1. 1. Machine-readable publications

Share of published spending files that are structured data (for example CSV or Excel) rather than PDF or missing attachments. Machine-readable files can be sorted, filtered, and totalled without manual retyping.

  2. 2. Description quality

Share of line items with a meaningful description: present, longer than a few characters, and not marked as redacted. Vague or empty descriptions hide what public money was spent on.

  3. 3. Description uniqueness

How varied descriptions are across an organisation’s records. Repeated copy-paste labels score lower than specific wording that distinguishes individual payments.

  4. 4. Supplier number

Share of line items that include a supplier or vendor code. Stable codes make it possible to track spend with the same supplier even when names are spelled differently.

  5. 5. Supplier name

Share of line items that name who was paid. Supplier identity is basic information for public accountability.

How ranking works

  • Organisations are sorted by total score, highest first.
  • Equal scores share relative position by name (A–Z) so the order stays stable.
  • Colour bands: green for 4.0–5.0, amber for 2.0–3.9, red below 2.0.
  • + and − show change versus the previous calculated score (recalculated when publications change).
  • The score measures data quality and openness of published spend — not how much was spent or whether spending was appropriate.
